$2 Billion Telehealth Fraud Case Update: International Ring Members Sentenced

In December 2024, PAAS National® wrote a Newsline article regarding an international crime ring that found defendants fraudulently billing insurers in a telehealth scheme. On May 19, 2026, one of the defendants was sentenced to 10 years in prison for his participation in the almost $2 billion international health care fraud conspiracy. Two co-defendants were previously sentenced to 120 months and 97 months imprisonment, making this defendant the third member of the Moscow-based criminal organization sentenced in May. Judge Kuntz ordered this defendant to forfeit $3.2 million, while all three are to pay restitution to their victims in an amount to be determined. Three additional co-defendants are awaiting sentencing while the ringleader, Sutton, is still at large.

Assistant Attorney General for the National Fraud Enforcement Division Colin M. McDonald stated:

“Through aliases, encrypted communications, shell companies, and straw owners, these defendants siphoned nearly $2 billion from private insurers that provide services to American patients. They executed a brazen international fraud scheme involving sham call centers, ghost telemedicine visits, and remotely controlled pharmacies – with many patients never receiving the medication. The Justice Department will continue to aggressively identify, target, and prosecute those who defraud America’s health care system.”

“Bad actors”, such as these defendants, cause PBMs and auditors to be acutely aware of the real life threat of fraud, waste, and abuse.
